The outline application brings forward proposals for around 135 high-quality homes at land off Thetford Road in Watton.

The site is located between Watton Road and Merton Road.

The Site

The site extends to approximately 15.5 hectares and is located to the south-west of Watton, with Watton Road to the east and Merton Road to the west. It sits within a convenient 15-minute walk of the town centre, placing shops, services and local facilities within easy reach.
The proposals include the provision of 3.71 hectares of open space, helping to create a well-balanced, landscape-led development that integrates new homes with generous green areas and opportunities for recreation, biodiversity and everyday outdoor use.

Delivering high-quality new homes for Watton

Around 135 well-designed homes, including 25% affordable housing, to meet local needs and reflect Watton’s character.

Enhanced green spaces and biodiversity

32% of the site is allocated for green buffers and wildlife-only spaces protecting and integrating with nature, helping to deliver at least 10% biodiversity net gain.

Sustainable living at the heart of the proposals

Energy-efficient homes with air source heat pumps, solar panels, high-performance windows and EV charging points.

Improved connectivity and active travel

New walking and cycling routes linking the site to Watton, Wayland Academy, the town centre and nearby bus services.

Creating welcoming public spaces

56% of the site will be open space, 24% of which includes a central green and play area, designed for everyday use by new and existing residents of Watton.

Investing in the local area

Investing in the local area through legal S106 agreements to support services and infrastructure, with community benefits shaped in partnership with local residents.

Water Management

Land at Thetford Road, Watton presents an opportunity to deliver a high-quality, landscape-led development, set within an extensive Green Infrastructure network.
The proposals will provide multifunctional sustainable drainage features and naturally landscaped flood management elements which enable the Site layout to sensitively respond to the recognised current conditions. We are also working with the landforms and topography of the Site to create sustainable drainage improvements.
As part of our consultation process, we have been actively engaging with Watton Town Council and the Watton & Saham Flood Action Group.

Delivering high-quality new homes for Watton

The scheme proposes around 135 new homes, providing a balanced mix of house types and tenures, including 25% affordable housing to help meet local needs. The design and layout take cues from Watton’s character, creating a place that feels well integrated rather than separate from the town. Homes will be arranged around streets and green spaces that prioritise quality, safety and long-term liveability.
As this is an outline application, the exact layout of homes will be confirmed further down the planning process.

Enhanced green spaces and biodiversity

The proposals are designed to integrate fully with the site’s natural environment, with 32% of the site allocated to green buffers and wildlife-only spaces that protect and enhance existing habitats. The development will deliver at least a 10% biodiversity net gain, ensuring the site supports more wildlife after completion than it does today. New planting, dedicated habitat areas and green buffers along the southern boundary will create a softer landscape edge, helping the scheme blend seamlessly into its surroundings while strengthening local ecosystems and embedding nature into everyday life within the new neighbourhood.

Sustainable living at the heart of the proposals

The development will incorporate modern, low-carbon technologies to reduce energy use and carbon emissions. Homes will include features such as air source heat pumps, integrated solar panels, high-performance windows and EV charging points. These measures will help lower household energy bills over time while supporting a more sustainable, future-ready way of living.

Improved connectivity and active travel

The proposals include two access points onto Merton Road and Watton Road, developed in discussion with Norfolk County Council’s highways officers, and are supported by a clear strategy to prioritise walking and cycling.
A network of safe, accessible routes will connect the site to Watton and the surrounding area, including the town centre, Wayland Academy and nearby bus stops, making everyday journeys easier.
A new active travel route through the site will provide a shared footway and cycle link between Thetford Road and Merton Road, strengthening east–west connections for the southern part of Watton.

Creating welcoming public spaces

56% of the site will be open space, 24% of which includes a central green and play area. These spaces will be overlooked by homes and linked by key walking routes, helping to create safe, attractive and well-used places for everyday recreation. The aim is to provide spaces that work for both new and existing residents of Watton, supporting social interaction and community life.
